Invite user by e-mail address not working

Description
If you switch on the "option of sending invites to persons not registered with your site" in the admin configuration, you get input box "Or invite by e-mail address (for non-site members)" under invite people.
However, submitting an email address just loads the same page and no email is actually sent.
