It looks like GJ 2.x has better tab ACL support and this feature has been lost in new 3.0 release.

Tabs are not going to have ACL beyond plugin ACL. They can be disabled so only Group Owner and Group Administrator can add new content while everyone can view the content. It needs to remain simple.
