Category Create Access global setting misplaced

Not sure if this is a bug or not.

The create access parameter is a Category parameter.
The global setting for it however seems to be in the Group parameter area instead of the Category parameter area.

It's in the correct location as it reads Groups > General > Create Access. Doesn't make sense as Categories > General > Create Access as that implies category create access for which there is none.
