Implement ACL for stream feature buttons and parser

Description
Add parameters to control create access to Actions, Locations, Links, Tags, and Gallery buttons. In addition to this implement individual access checks for Parser features. It however shouldn't ignore those parsers, but parse them to empty. So for example the link parser should just remove the link. This would help limit functionality on a per usergroup basis.

Not needed as the individual features have ACL now. For example Actions have ACL and if you've no access to any action types then the actions button simply doesn't display.
