Description

Currently notifications are basically just activity. Notifications needs to be completely redesigned into a subscriber like system where users subscribe to notifications that can be toggle off/on from a centralized page. This would be very similar to a newsletter usage in short. It needs to support sending email, push, and sms based notifications. Email and SMS notifications would need support for digests (e.g. consolidate notifications and send once per day) to avoid spam.

CB Activity will strictly handle on-site notifications. Core CB will be responsible for providing different notification methods (that can be extended) and subscriber system.
