Description

Similar to categories implement ordering controls for groups instead of being based off date crated. Give new groups an order of 1 then trigger reorder action so newest will be displayed first as is done with date while allowing admins to control display further from backend.

Implemented in r1720

Groups will now order based off their ordering and no longer based off created date. However, new groups will be given an order of 1 so will always appear as the top most group (same as before). Ordering can be adjusted from backend groups management. Order, like for categories, can not be changed from frontend.
