Implement 4 different descriptions on notifications page (with language strings supported). 1 for a global description shown at top of notifications page, 1 for general notifications tab above the notification inputs, 1 for categories notifications tab, and 1 for groups notifications tab. Gives a wide rather of display capabilities and deep description based on notification type.
