Description

Add parameter to hide empty categories. Simple check against group count and group create access. If neither pass then hide. Default disabled.

Also needs to check against nested create access. Owner of the category and moderators are exempt.

Checks nested create access, group create access, and group count. Nested count isn't checked as it'll cause a endless loop.
