Notification for group join approval
Description
When a users join request for a group is approved it should send them a notification letting them know this. Otherwise they've no idea they had been approved or not until they browse to it.

Notification like the others will only send for approval on frontend.

It will now send the below notification to an unapproved user when being approved by someone other than the user. For example if Admin approves Demo then it'll send, but if Admin approves Admin it will not.
Subject: [group_name] - Join Request Accepted!
Message: Your request to join [group] has been accepted!
