Implement notification for new group and category approvals
Description
Send a notification when a new group or category becomes approved to the owners. As is an owner has no idea they've been approved or not.

This will require updating unapproved to -1 instead of 0 as done in the integrations.

Group/Category notifications now function the same as the integrations. For example a new group notification will not send for a group that is not approved. It will send the approval notification of course. Then upon approval the new group notification will send in addition to a notification to the owner of the group (if it's not the person approving it) informing them their group create request was accepted.
