implement internalAction trigger
Description
This will also have a URL like the other 2 internal triggers. It'll check for comma separated list of ids from &action=ACTION_IDS and fire those actions and only if those actions have the internalAction trigger. This basically can be used to fire a specific action only.

Also support a &user variable. &user=all fires on all users, &user=# fires on the user specified, &user=#,#,# fires on the users specified, and no user variable at all fires on empty user.

Don't need a trigger for this. Just add the URL endpoint.
