Log activity on activity comment
Description
Implement logging a comment activity (e.g. see Facebook) when commenting on activity other than your own. Needs global parameter to enable/disable.

Add the parameter under the Activity tab if global commenting is enabled. This will log activity on an activity entry that doesn't already belong to the user when they comment on it.

Implement logging activity when a comment is made on activity that the user doesn't already own. If a user other than the user who comments views it it should state "XYZ commented on this". If the comment is made on activity that's already visible then there's no reason to display the commented on usage. This means the query should exclude activity that a user has commented on that is already in the results (no matter how far back it is).

The display is done, but the logging is not yet implemented. It maybe better to just do the logging via CB Auto Actions and a system action. Review further after the location feature is done.

The actual activity logging will be implemented as a system action for cb auto actions. Disabled by default as it could be pretty spammy.
