Implement xml node parsing for system actions
Description
Implement a special XML node structure that can be parsed on install of cb auto actions to generate system actions. It should follow normal edit display structure to keep things simple and be easy to parse for language strings.

This will load the edit.autoactions.system.xml file for plugins are parse for the soon to be done auto action syntax which will allow inserting new system actions.
