Implement always auto hiding of tabs
Description
If a group tab has no content and the viewing user doesn't have create access then hide the tab. This allows for less cluttered group displays if a feature isn't being utilized by that group.

Note if a feature has been disabled, but a user already has rows created or rows already exist then the feature will remain functional while new entries won't be possible. This allows management to still take place or have features usable by the group owner and group administrators only for example.
