Hiding of empty fields causes ajax to not function

Description

When empty fields are set to hide the ajax usage doesn't output at all. This should force the field to output with ajax controls.

This is due to the Placeholder parameter having no value, but image fields are never truly empty so this if check should be ignored for image fields.
