Implement parameter to block file edits
Description
Implement a parameter to prevent a user from re-uploading a file or re-linking. The idea is to prevent something getting comments and attention then suddenly changed to something unrelated. This should be disabled by default. Thumbnail should still be allowed to change, but no actual file or link change.

This should just force the file to be re-appoved if approval is enabled. If approval isn't enabled then don't bother enforcing this.

Re-approval for re-uploads is implemented, but would still be useful for galleries that don't require approval to block file edits.
