Implement per condition format and prepare parameters
Description
Implement support for toggling format functions and content prepare on/off per condition. Format functions currently are always enabled for conditions with no option to turn them off. Content prepare for conditions requires content prepare to also be enabled globally for the entire action which isn't ideal since you may need it for a condition, but not for the entire action.

For B/C format functions are default enabled for conditions. Format function usage information moved to single location under Parameters tab.
