Implement auto action grouping

Description
There's now over 60 system actions. It's a bit difficult going through all of them, because there's no categorization to them. Their categories are basically just prefixed on. Implement support for categories or grouping of some kind so when viewing the list of system actions you'd see the categories which once clicked exposes the auto actions within that category. This is strictly for backend management and will have no frontend affect on auto actions.

Doesn't seam necessary now that there's plenty of searching and filtering functionality.
