CB Activity: Notifications are not strict access

Description

Notifications other than invite requests should be strict. This means if the user isn't actively in the group they should not see the notification. The only exception is invites.

While fixing this also implement join button for invite notifications and for event notifications add an attend button.

The recipient user must now be an active memory of the group (including moderators) to see a GJ notification. The exception is invite notifications. This is to allow for global notifications to only be seen by those actually in the group and helps avoid replication if needed.
