Implement profile view for privacy fields

Description

Currently privacy fields can only display in profile edit. Implement output in profile view if the viewing user is the profile owner or moderator. When displayed in profile view force ajax usage to be enabled.

Also support field privacy controls being display in profile view. Should also force ajax usage and display to far right.
