Uncategorized being disabled breaks new group button on all groups
Description
When using new group button it errors that category doesn't exist if uncategorized is disabled. This is because it can't find a category to assign to the group edit page. This check should only be applied on group edit display if a category id was supplied otherwise it'll handle validating it during edit save.
