Implement email notification to user when media is approved

Description

Currently user has no means of being notified if media or album has been approved. This should just send an email to them as it does to moderators. Can probably just be dependent on the existing notify parameter instead of adding another parameter to galleries.

Sends as a batch notification totaling up a users approved albums and media. So for example if 6 of the users media is approved then it just sends 1 notification for all 6.
