Implement trigger handling for plugin privacy controls
Description
Review potentially removing the dependency on CB Auto Actions to output private controls so performance and display can be a little more refined. This would allow CB Privacy to directly extend a plugins parameters like CB Gallery does for CB Activity to give better control.

This would also make adjusting the privacy control defaults for these plugins significantly easier instead of having to make a copy of a system action, modify the custom action, then unpublish the system action, etc..
