Implement parameters for controlling access to button features on a global scale. This will include create ACL for Themes, Actions, Locations, Links, and Likes against the post owner.

Implement additional Parser parameters to provide limits for various parsers. This will include limits for Links, Hashtags, Emotes, and Reactions. In addition to this implement ACL for Parsers (all of them) against the post owner. Anyone who does not meet the required ACL will result in their post just not being parsed by that parser. Anyone who hits the limit will result in subsequent insertions just not being parsed.

Implement support for a post delay parameter. This would restrict users from making post after post. They would need to wait the specified seconds before being allowed to post again.

Implement support for Activity and Comments captcha.
