Description
Currently filters require a specific JSON string format. This string can't be supplied through the bot usage due to various encoding/decoding of content. Review implementing a bot specific format that can be parsed into the necessary JSON CB Activity expects.

Non-issue for stored streams. They will be able to support filters fine since they'll be defined during creation of the stream.
