Hidden privacy controls causing database storage
Description
A privacy control that has been hidden should not trigger storage behavior. In this case the privacy control is just supposed to be applied to display output and not edit views. The idea behind hidden controls is to allow something else to control the privacy (e.g. api, other fields, etc..).

In addition to this behavior fix maybe forced privacy controls usage needs to just be improved.
