Forced privacy controls with a custom asset should check the asset for a rule
Description
If using forced privacy controls and a custom asset is supplied it should check that asset for a privacy rule instead of just always using default as in this usecase it makes no sense to force default since in that usage you'd just not bother with providing an asset to begin with.
