When a plan is unpublished, upgrades from that plan do not display in admin backend (in frontend they display fine)
Description
As reported here:

I created a new memership called Professional. I made the Regular membership unpublished so that our members would not be able to accidentally renew that plan.
Members can choose the Professional membership from the frontend, but my membership administrator cannot see any plans for upgrade in the backend so that they can be changed from Regular to Professional as their memberships expire.

In backend, unpublished plans show in user profile, but published plan upgrading from that unpublished plan doesn't show.
In frontend, it's the reverse (as expected).
Unpublishing plan should make it invisible, but not affecting upgrades from it, like is the case in backend now.
