Description

"CB Groupjive - Gallery Notification Edit" is default disabled but the notification value doesn't get set during user group join so it stays default disabled, but "CB Groupjive - Gallery Notification" is defaulting to null. This results in the notification being sent if the user has never saved their GJ notifications. Same applies to activity system action.

If the default null is changed to 0 then notifications won't send if the "CB Groupjive - Gallery Notification Edit system action isn't published.

Changed the edit view to mark it default enabled and use a default state of enabled instead of disabled. This will be better handled once most notifications are moved into CB Activity core code.
