Currently the profile privacy field only works if the field is visible on profile edit or registration. Implement support for forcing a privacy rule with this field. Either add a new parameter for this or just stop checking if it's visible on profile edit or registration and let the publish/unpublished state handle whether privacy rules should be applied or not.
