Implement database stored views tracking
Description
The initial implementation of views tracking is same as Reports in that it's just a parameter store. Redo this to use database stored with ip_address | activity_id data storage so it can better be used as analytics. The initial implementation however will be sufficient for awhile and will use simple cookie tracking to avoid duplicate views.
