Implement additional reporting overlay breakpoint
Description
When a post is reported X times it's flagged as controversial. After Y times it's unpublished. Implement a threshold for blurring the post. This would put and overlay on the post that needs to be clicked to toggle the visibility of the post. By default just set this to between controversial and unpublished thresholds.
