Currently posts can have multiple flair. Implement support for flair that can't be combined with other flair.

Implement this as Group. By default everything will be group 0 which does no exclusivity checks. If 2 flair share the same group then only 1 flair within that group can be selected. This will allow sites to create groups of flair for deeper customization. Maybe even just call this Category and create a UI for creating flair categories.
