Implement support for flagging posts as approved so it cannot be spam reported
Description
If something was reported and a moderator approves it the reports count is reset. If someone then reports it again it's right back to needing approval again. This is too easy to abuse. Once something has been approved timestamp the approval and implement support for a timeframe (configurable) where it can't be reported again.
