implement a more complete single simple use api for privacy
Description
The Privacy class is now a complete solution. It can render privacy controls, save them, and authenticate them making it a single point of entry. It no longer utilizes Joomla session for cross page data as it's expected that the class would be rebuilt as needed where needed (e.g. on save).
