forum access is too IFFY
Description
Forum access is not restrictive enough for categories or groups leaving the Public parameter very vague. Parameter description of all "Public" usage needs updating, but also categories public display should not be based off ACL, but based off if the user has a group in that category.. similar to a user of a group can see forums, but others can't if public is disabled.

Description change found not necessary, is more understandable with access fixed (IE categories forum link no longer shows when with public ON, but the tab WILL).
To access category forums the user must have a group in that category or be a user of a group in that category.
