Description
Implement notifications to various group activities for users to subscribe to, whether be directly a part of an integration or not or a new "Settings" tab is unsure.
- Target version set to 2.4

Unsure when will be implemented, removing target version.
- Priority changed from Normal to High
- Target version set to 2.5
New notification page will be provided for users to specify general, category by category, and group by group notification preferences. Notify parameters found in GJ config, category edit, and group edit will be removed in favor of new notifications page which allows individual controls. All notifications are default disabled to best reduce server load for PMS/Emails sending on nearly every action.
