Appears the usergroup ACL matching is not working appropriately in J1.6 for forum access.

Issue appears to extend beyond J1.6; updating subject.

Appears to be a permissions checking issue to check if user attempting to access is a group user, but this check is failing. Owners, mods, etc.. appear unaffected.
