When groups are assigned to 1 usergroup and the viewing user has that usergroup as well as another usergroup then the access is blocked.

Example:

ACL1 & ACL2 = Both children of "Registered"
User A = ACL1 & ACL2
Group 1 = ACL1

User won't have access to Group 1, but if user belongs to just ACL1 they will have access.
