general create new link
Description
Allow the category drop-down to function if there is no category id present. This would allow a generic new group link instead of having to use the new group links inside of categories.

General create new link is now available for Groups and Categories, simply navigate to a new group link without a category ID for example and it'll let you select a category from drop-down. If the new link also doesn't have a group id it'll let you select a parent group from drop-down. All applies to Category new links as well.
