Implement setting of group default notifications

Description
Implement admin setting of default group notifications for users to receive (they may opt out via notification page). Defaults will be set when the user joins the group. General and Category defaults to be reviewed, but not likely (nothing to really trigger their storage).
- % Done changed from 20 to 60
Defaults missing for a few of the integrations, core and wall integration done.
- % Done changed from 60 to 80
All except for Events default notifications implemented and tested working. Defaults are applied for a user when they create a new category, create a new group, or join a group; defaults will apply for these actions performed on backend as well.
- Status changed from Assigned to Resolved
- % Done changed from 80 to 100
- Status changed from Resolved to Closed
