Depreciate usergroup usage in favor of accesslevel usage

Description
Currently there is heavy usergroup usage and it should be changed to accesslevel usage to be on par with Joomlas design and Cb 2.0 direction. On install however it should properly try to migrate usergroups to accesslevels and set to public any it can't match.

A easy way to migrate usergroup usage is now available (see CBs install script) so this should be doable easily now.
