Usage of category/group awaiting approval is still available

Description
When a group is awaiting approval the create can still use it as normally. All the groups behavior needs to be locked except the ability to delete it.
- Status changed from New to Resolved
- % Done changed from 0 to 100
Implemented security for unpublished categories and groups. Now if they're unpublished the owner (if isn't parent owner or moderator) can't utilize the category or group. This prevents for example a Category awaiting approval from being filled with groups. This also prevents Groups awaiting for approval from being filled with photos or wall posts for example. Moderators and parent owners are of course exempt from this.
