CBSubs registration validation causing fatal error

Description

When CBSubs is present and exclusive plans are present it results in a fatal error displaying as CB Connect users have no subscriptions when registering.

This happens if you have an Exclusive plan on registration then within CBSubs you don't allow free registrations. Having just an Exclusive plan, but allowing free registrations works fine. So if you're going to use CB Connect you must allow free registrations.
