Implement force accept of TOS if using Linking. This is needed because if you enable TOS and link to an Admin account it will never let you in using the connect logins. This is due to the registration incomplete page, but security stops a guest from saving an admin user object. So the TOS should be forced accepted when linking IF the TOS hasn't been accepted yet. This only happens if you have TOS off then people register and you turn it on.
