Auto join of groups created with a different owner not functional

Description

When using the new owner parameter to change the owner of a group the auto join feature doesn't appear to function. It should create the group for the owner id then force the user that would've created it into the group as an active user.

Tested working with new action, may require re-creation of existing action instead of simply editing.
