Extend Flyspray to add project by project groups

Description
Currently the groups are added on a global level. It should be implemented to allow selection of projects to apply the group to and if no group is supplied then apply the groups globally.
Params should be as follows
Global Group (single select)
Projects (multi-select)
Projects Group (single select)
This allows to assign a global group and project group at same time for example.
Updated group parameter to be "Add Groups" and is now a multi-select. It allows selecting global and project groups to apply to the user. A second parameter "Remove Groups" was added to help handle replacing 1 group with another.
