Implement approval notifications for integrations

Description
When an integration upload, post, etc.. is approved the user is never informed. It should send them a notification letting them know their request was approved.
- Tracker changed from Bug to Feature proposal
- Status changed from Assigned to Resolved
- % Done changed from 0 to 100
All locations that have approval will now send a notification to the user being approved to let them know they have been approved.
- Status changed from Resolved to Closed
