Implement backend tools
Description
Tools should check that the privacy value used is within the values allowed by the selector. Should also check that the user that owns the privacy entry actually exists in CB. It should check for older privacy database existing then ask to migrate or delete it.

Backend tools will try to check that the privacy entries are valid. It also checks if a previous release of CB Privacy is present for migration.
