Implement conditionals parameter to disable translations

Description
Add a parameter to the conditionals to enable/disable translation of values. This will allow proper matching against raw language strings instead of their translated values.
- Status changed from Assigned to Resolved
- % Done changed from 0 to 100
Checkbox next to each conditional now that lets you disable translations for that conditional. All this does is when doing substitutions for that conditional it won't pass them through translation. This is good for doing RAW matches.
- Target version set to 4.0.0
- Status changed from Resolved to Closed
